Government measures to generate employment included the removal of unnecessary tax and benefit barriers to work and the promotion of skills training. However, the government's welfare to work programme was the priority in this area because people in work would be less likely to suffer from poverty and a dependency culture. In December 1999, Blair claimed that 700 000 more jobs existed than in May 1997 and over the same period long-term unemployment had been halved (Guardian, 30 December 1999) and Brown claimed that `A return to full employment was once a dream .

Critics complained that the commitment made by Blunkett prior to the 1997 election to end selection of pupils at the age of 11 had been abandoned, and that the procedures which allowed parents to challenge the existence of local grammar schools and replace them with comprehensive schools had been rigged in favour of the former. Another aspect of the government's education policy which raised concerns among party members was its introduction of tuition fees for higher education and its withdrawal of student maintenance grants.

Writing in Labour Party News, he stated: ` . . it is vital that we increase our membership. Members are the lifeblood of the party. From them flow ideas, campaigns, activities and income. And through them we can campaign on our policies and build local support for the party' (Smith, 1993).
