Habermas (2001, p. ’ The fifth factor to recognise is that while there are four layers depicted here for each society, they represent only a few of the possible ones, but they all have to negotiate between themselves in order to cooperate. Sixth, some societies are more accessible to this process than others, so that social change does not spread completely evenly across the globe, with countries like those of sub-Saharan Africa and Nepal not able to respond to the changes at the same speed as does the United Kingdom, and so on.

However, they restrict their discussion to countries of the African continent, and so, it is rather limited, but Laksamba (2005) demonstrated in his study of lifelong learning policies in Nepal that similar practices obtain there also. These policies are clearly discussed in WB’s own study of lifelong learning in a global knowledge economy (WB, 2003) and in Palacios’ (2003) working paper on financing lifelong learning. However, when the state has received help, how should that portion of the financial support that is to be distributed to individuals reach them?

In the same way, there are forces that oppose globalisation, from some of the Islamic organisations, to non-governmental organisations and social movements. Some of these institutions have little power and so they resort to other tactics, such as terrorism, to make people aware of their situation. While these processes are quite general and apply to many different social institutions, our concern is with lifelong learning and the learning society, and throughout the following discussion these will be used to illustrate the argument.
